In 2007, IE Partners in partnership with Linpico SARL (France) provided a team of nine consultants on this ICT in Basic Education ADB funded regional project. Work involved developing indigenous capacity, by facilitating the development of integrated knowledge products, developing research tools, surveys and report formats to be used in the technical assistance , including a monitoring and evaluation system and baseline data. Other activities included developing and finalizing analytical tools for policy analysis and conducting field research at national, regional, district and school levels (including parents, students, teachers and local communities) on school issues and attitudes related to ICT usage. Through national working meetings in all countries, regional reports, issues papers, analytical tools and the organisation of regional workshops and an international conference, the outcome of the assignment was recognised as having enhanced the capacity of the participating countries to plan and effectively implement projects and programmes for ICT investment.

In 2010 the ICT in Basic Education Project was revisited and Tony Read was employed by the ADB to update the country studies of the original participating countries plus Afghanistan and Pakistan. This work culminated in a second international conference for the participating countries to discuss and compare experiences.
